no thats the old one 2007 is just for the asian market this is apprently for all and it does not need steam apprently its stand alone but this is all speculation no actual proof other then that trailer

Well after giving CSS a shot it was not to be 
just the fact my PC probaly blowup if it plays CSS anymore. So im back to 1.6 until i can afford a new rig 
. Im a very picky person when it comes to teams. I would prefer a team in prem but what ever comes along i give a go .
