you can just sell your steam id, wait 60 days for paypal 'buyer protection' period to wear off, then email steam saying your account got hijacked with a picture of your CD-Key.
That's why it's against the Steam Terms of service to sell an account.. You'd be an idiot to buy one too as you're not protected from it getting reclaimed..
